President Gloria Macapagal-Arroyo has issued Executive Order No. 648, which transfers the National Telecommunications Commission (NTC) from the Department of Transportation and Communications (DOTC) to the Commission on Information and Communications Technology (CICT). EO 648 was signed on 6 August 2007, but was only released by the Malacañang Records Office on 23 December 2008.
In an official statement, CICT Secretary Ray Anthony Roxas-Chua III said that he welcomes this development as a signal that the President has identified the growth and development of the ICT sector as a priority of her administration. “As communications and information technology continue to converge, there is a need to converge the policy making functions as well,” said Roxas-Chua. “With the NTC once again an attached agency of the CICT, we look forward to being more responsive to the developments in the ICT industry.” |

The COMELEC Advisory Council (CAC) has submitted its official recommendation to the Commission on Elections (COMELEC) on the technology to be used in the automation of the 2010 National and Local Elections. This announcement was made by Secretary Ray Anthony Roxas-Chua III, Chairman of the Commission on Information and Communications Technology (CICT) and Chairman of the CAC.
In its resolution dated 29 November 2008, the CAC recommended the following technologies: Direct Recording Electronic (DRE) or Precinct Count Optical Scan (PCOS) technology for all areas, subject to the election automation budget of the COMELEC; Central Count Optical Scan (CCOS) technology for all other areas not covered by DRE or PCOS technology; and the public telecommunications networks for the transmission of results.

The Commission on Information and Communications Technology (CICT) will represent the Philippines in the 2008 Session of the International Telecommunication Union (ITU) Council to be held in Geneva, Switzerland, on November 12-21, 2008. The Philippine delegation, led by Secretary Ray Anthony Roxas-Chua III of the CICT, is composed of representatives from the public and private sectors. Sec. Roxas-Chua is scheduled to deliver a message on the topic, “ITU Global Cybersecurity Agenda: Towards an International Roadmap for Cybersecurity,” during the High-Level Segment (HLS) of the Council.
